Dry spots on my horse?

Well it is most likely that they're saddle sores, maybe the pad had something on it or he could just be that he has a skin disease. Most likely it if it is a saddle sore it is because the saddle was to lose and the pad was sliding and he either had dirt on him and it rubbed or there was something on the pad.
